Roofers in VictoriaWhat changed in 2025 and 2026.
Roof work over $10,000 generally needs a builder registered with the Building and Plumbing Commission (BPC), which replaced the VBA on 1 July 2025. Metal roofs, gutters and flashings are plumbing work. Home Warranty changed on 1 July 2026 and new contract laws arrive by 1 December 2026, so older advice online may be wrong.
Who regulates Victorian roofers now?
The BPC took over from the Victorian Building Authority, Domestic Building Dispute Resolution Victoria and the VMIA's building insurance work. Paperwork that still says VBA isn't a problem by itself, but check the current register.
Victoria splits roofing in two. Tile work sits under builder registration, including a class called domestic builder (limited to roof tiling). Metal roof coverings, flashings and gutters are roofing (stormwater) work, a class of plumbing.
Tiled roof or metal roof: who should do it?
| Tiled roof | Metal roof and gutters | |
|---|---|---|
| Look for | BPC builder registration, such as roof tiling | BPC plumbing licence or registration in roofing (stormwater) |
| Proof | Registration number on ads and quotes | A BPC identification card |
What changed with Home Warranty on 1 July 2026?
The old insurance only paid out if your builder became insolvent, died or went missing. Home Warranty is a first resort scheme: you may be able to claim when a builder can't or won't finish or fix faulty work after you've asked.
Builders take out cover once you sign a major domestic building contract worth more than $20,000, up from $16,000. No notice of cover after signing? Call the BPC on 1300 067 088. An unregistered builder can't get it at all.
Deposits, cooling-off and the December 2026 change
A major domestic building contract is needed when a job uses more than one trade and costs over $10,000. Pay only for finished stages.
You can withdraw in writing within 5 clear business days of getting a copy of the signed contract.
New contract laws passed on 11 September 2025 take effect by 1 December 2026, and deposit limits may then be set in regulations. If you sign after that date, recheck the deposit rules with Consumer Affairs Victoria.
Before you sign in Victoria
- Search the BPC Practitioner Search (bams.vba.vic.gov.au/bams/s/practitioner-search) and check the class covers your job
- Look at the BPC Disciplinary Register too
- Ask to see a plumber's BPC card for metal or gutter work
- Get the Domestic Building Consumer Guide before a major contract
- Ask your council whether swapping tiles for Colorbond needs a building permit
Asbestos on Victorian roofs
EPA Victoria says homes built before 1990 are likely to have some asbestos, and roofing tiles can contain it. WorkSafe allows unlicensed removal only in narrow cases, such as 10 square metres or less of non-friable asbestos within 1 hour in a 7 day period, and the Victorian Asbestos Hub recommends a licensed removalist for any amount. Your roofer generally isn't licensed to remove it. Ask the removalist for a Waste Tracker record. Not sure? Read is my roof asbestos?
If the job goes wrong
Talk to the roofer, then put the problem in writing. If that fails, apply to the BPC for dispute resolution, which VCAT generally expects first. If you hired a single trade directly and it wasn't part of bigger building work, the BPC may not take it, but consumer guarantees still apply. Justice Connect's Domestic Building Legal Service gives homeowners legal advice and referrals.
What Victorian roofs are up against
Overflowing gutters. In Melbourne's 6 March 2010 storm, about 2,000 homes were damaged, mainly because overloaded guttering led to roof leaks and collapses. In bushfire-prone areas, a Bushfire Attack Level (BAL) rating sets the construction type.
What we'd do in Victoria
We'd ask the roofer two things first: is this a major domestic building contract, and is it over $20,000? Those answers decide Home Warranty, the legal deposit and cooling-off. Then check the register yourself. Our guides to checking a roofer's licence and reading a roofing quote help with both.

If you ask me they are the best in the business for roofing. They did my balcony rework and the leak is finally gone. I was double minded about who to hire but glad I went with them. They are very transparent about the costs and the timeline. A 10 year warranty gives me peace of mind.

Wonderful experience with [the roofer], who came at short notice to fix tiles that were in danger of falling and hurting someone. He came on Easter Saturday, fixed the tiles and didn’t want payment because it was a quick job. He was professional, polite and very generous with his time.
